In 11g you have two options the first option is to use urm as a component with UCM and in that case as I know you will not have physical records
the second option is to use it standalone
today I was discussing urm with ecm project manager I am working with, we agreed on that records management is at maturity level 4 and our customer maturity is 0 so it may affect our project success so we will communicate that with the customer

Actually I didn't get from him materials but I got help regarding using and configuring URM within UCM and without using URM managed server.
I am trying to get something about RM and I will let you know in that case :)

As I know the Oracle guys always recommended using the URM as a part of UCM.
And linking the 2 with the UCM-URM connector.
